Visit to the 2nd European Games 2019 in Belarus

On May 29, 2018, an Agreement was signed between the Government of the Republic of Belarus and the Government of the Russian Federation on certain issues related to the entry of foreign citizens and stateless persons to international sports events.

From June 10 to July 10, 2019, foreign citizens and stateless persons can enter, leave and temporarily stay in the Republic of Belarus without a visa on grounds of an original or electronic ticket to events of the II European Games and a valid travel document (passport).

Foreign tourists, as well as drivers of motor vehicles (if the latter has visas, temporary residence permits in Russia or residence permits in Russia, if visa-free entry and staying rules are not established by international agreements between the Republic of Belarus and the Russian Federation) providing transportation services to fans may travel between the Republic of Belarus and the Russian Federation only on the routes of the international road and railway service listed in annexes 1 and 2 to the Agreement, namely:

Persons who do not belong to this category (for example, sportsmen, coaches, doctors, journalists, etc.), with the exception of citizens of Belarus and Russia, can enter and leave the Russian Federation only through international checkpoints — when entering Russia from the territory of Belarus this opportunity is provided only by using air transport.

Requirements for transit and temporary stay of fans in the Republic of Belarus:

  • passport validity must be at least 90 days after the planned date of departure from the territory of the Republic of Belarus;
  • passport must have at least 2 (two) blank pages intended for visas / marks of crossing the border;
  • insurance policy (health insurance contract) must be valid on the territory of the Republic of Belarus, have the insurance coverage at least EUR 10,000 (ten thousand euros) and the validity period similar or longer to stay in the territory of the Republic of Belarus;
  • within 5 (five) working days from the moment of entry into the territory of the Republic of Belarus, fans must register with the internal affairs bodies at the place of stay.

About compulsory medical insurance

To enter the Republic of Belarus foreign citizens must have the compulsory health insurance contract concluded with a Belarusian insurance organization or the health insurance contract concluded with foreign insurance organization in case of emergency medical care provided by medical institutions.
The absence of this document for foreigners who are subject to compulsory health insurance may be considered as a reason for refusing entry into the Republic of Belarus.   

About the order of registration (statement on migration registration) of foreigners

Foreigners arriving in the Republic of Belarus are obliged to register within five days, with the exception of Sundays, public holidays and public holidays established and declared non-working by the President of the Republic of Belarus, in the registration authority at the place of actual temporary stay, unless otherwise specified by the legislation of the Republic of Belarus and international treaties of the Republic of Belarus.
Foreigners temporarily staying in the Republic of Belarus, who have settled in hotels, sanatorium-resorts and recreational organizations, are registered by these hotels, sanatorium-resorts and recreational organizations.
